[CI] Export both cache service URL spellings for sccache

Browse source 
sccache 0.18 documents ACTIONS_CACHE_URL while the runner only
provides ACTIONS_RESULTS_URL (v2 service), so the GHA backend may
never engage: two full runs stored 343 entries locally with zero
cross-run hits and no sccache-* keys in the inventory. Export both
spellings before the sccache setup and watch whether keys appear.
Experiment for #7381, revert whichever half proves unnecessary.
