Deck Load Mods and Movable Tabs

Changes:
Deck Load - Default to all types *.*
Decklist - Strip "|edition" from .dec formats that include a pipe and
the edition after the card name
Tab_Supervisor - Make tabs movable (able to rearrange tabs)
